Since last spring, noise and health at some point-rancorous debate on the reform of the attention has kept all eyes and ears in Washington. Now it seems that the probability is high that health care-reform bill signed by President Obama. Given that our state is contemplating with respect to the next round of budget cuts, I think some clearly defined objectives in health care in Arizona is needed – now.

Governor Jan Brewer legitimately placed all options on the table in his difficult and sometimes working with other state leaders bruises to face what is coming to a deficit of $ 2 billion in our state budget.

This includes a request by the Governor to all state agencies asking that plans to cut the budget each agency by 15 percent. A significant portion of these reductions will come from the Arizona Health Care Cost Containment System (AHCCCS) and other state health programs. AHCCCS is the Arizona Medicaid program.

At first glance, a 15 percent reduction AHCCCS may seem like a necessary, if painful, we must take. However, the mathematics behind a 15 percent cut in AHCCCS is not so simple. It is essential that our state leaders and the general public appreciate the fact that every dollar spent on AHCCCS is consistent with the federal government $ 3. The actual formula that quickly arise from a reduction of 15 percent AHCCCS is cutting a dollar and lost three more.

The elimination of Arizona KidsCare program also being contemplated. If this insurance is eliminated 47,000 – children in Arizona, we do not save a dime for the people of this state. Once secured, many of these children need health care, but they will become at risk for delayed care due to costs of that care.

Routine health issues. Disease or injury can be treated quickly become serious or catastrophic health care issues. As a result many of these children eventually get their attention on the most expensive health care centers – Environmental Requirements and the wards. Much of the costs of this care will be transferred to policyholders from Arizona consumers.

Assuming that national health care reform significantly cover more people, we must also assume that it will take many years for this coverage implemented. In my opinion, KidsCare hold pending the availability of another plan makes good sense for Arizona.

Another proposed cut is a reduction in 30 percent in the state contribution to Graduate Medical Education. This court ultimately could reduce the number of doctors in the state.

Decisions must be difficult to meet the escalating budget deficit of the state, and we should all be part of the solution. Our governor and Legislature deserve that support. However, decisions that look good on paper or a spreadsheet of the budget in the short term, can be very harmful to the state's fiscal health and health physical safety of individuals in the long term.
