Operations other than war (OOW), relate to activities that fall around the strategy of "winning the hearts and minds. " It focuses on people as the center of gravity, which believes in conflict prevention. The strategy of conflict prevention efforts are made to interfere the evils of conflict resolution, dealing with the mechanisms needed to resolve a conflict. Since conflict is a pattern of expression of human restraint, perhaps it is fair to assume that is here to stay. However, to avoid an escalation beyond the tolerance level, the essence to ensure that secrecy is essentially uploading information. OOW important objective is the domain of information. Its objective aspirations of the peoples of the meeting through the progress and development. It must be visible and must be a meaningful unity towards sustained excellence. The key to "winning the hearts and minds campaign 'is understood, because it is the people who have to take into account their needs, their culture, values, sensitivity and above all the need to talk with them the language they understand, and that is the language of the heart. Surprisingly, the people's needs are very small. They only want to have a sense of being cared for, a feeling of being heard and understood.

The Army has given to this strategy in a big way by streamlining the activities towards four areas of highest concentration. These are education, health and family care, women's empowerment and community development. As security is often seen only in the context of the challenges the military and violent action is necessary to emphasize the number of victims in mass of human neglect. An adequate concept of human security in the contemporary world must include at least a clear focus on human life and should not only relate to security context in the military. The importance of defining the role of society can not be affected and social arrangements in making life safer in a constructive way is necessary to think in a way very deliberate.
