Should America have for a dual health care system?

Millions of Americans don’t have health insurance, millions of Americans are also unqualified for health insurance, I find that very disappointing, not only that health care is now more expensive then ever. Now I have heard the horror stories of free health care, but shouldn’t we have a dual health care system like Australia, both free and private? Free for the unqualified ones and private for those that can afford it? IMO that would be the best way to go for America.
