Now that this is more in the news I would like to ask this again. Is this the start of healthcare rationing?

The government is now saying that their medical panel claims that Mammograms should be done at the age of 50 when the AMA and the Susan Komen foundation states that mammograms should start at age 40. They are also saying that self breast exams are nonessential and should not be tough to women. What say you? Is this the start of rationing health care by delaying diagnostic tests of women for 10 years? I found both links on the MSN & FOX homepage, so I am not trying to be left or right on this. Just wondering, due to I have 2 friends who were both diagnosed with breast cancer, both in their early/mid 40s. One was diagnosed in time, the other was not. Would this be considered a type of gender/age genocide against older women who no longer are seen as a viable source due to being out of child bearing years?
