how can england bring back common sense policies and stop being so stupid about health and safety issues?

examples in newspapers of stupid rules can be found everday and also in solicitors offices when people sue and get ridiculous amounts of money while common sense is ignored
how can this trend be reversed

It is unfortunate, however when a politician, or party sets out to right the wrongs, and bring reason ,it invariably makes things worse.
