Local Health Fairs
I want to start my own little baking stand for local fairs?
But i know i need certification etc (health and hygiene)
Anybody be able to tell me where i need to start??

A good starting place is with your local Business Link. They’re very good at helping with hygiene certificates and other things to do with starting your business. Most of their services are free.
As others have said, make friends with the local Environmental Health people. Work with them and they’re really helpful – ignore them at your peril.
