health insurance for over 65 years of age of immigrants?

I'm looking for health insurance for my parents. Both are 65 years old and have problems health (although not requiring immediate medical attention, but just be prepared in case an emergency occurs). Who do not qualify for Medicare because just arrived from the Philippines as immigrants. I also checked the state (or) health insurance program but currently do not accept new applications and there is 1 ½ a 2 year wait. Does anyone know of an affordable health insurance?

In an emergency are not denied care. May qualify for Medicare because of their limited immigrant status, which is basically emergencies. Is that legal immigrants with I-151 cards? That makes a difference.
