How do I report hotel quality to Puerto Rico authorities?

I stayed at a hotel that should honestly be closed down and have a thorough renovation before ever letting human beings near it again. Does Puerto Rico have the same laws as the US does as far as health and quality control? Is there some authority I can contact to report this hotel? I have pictures from my stay. Also, DO NOT STAY AT THE SAN JUAN BEACH HOTEL!!
